A Rich Man Hit Two Persons to Death, but the Court Freed Him – Friday, 20.8.2010

“Phnom Penh: Road traffic police officials brought the son of a rich person who drove a car and fatally hit two persons at 11:00 p.m. on 15 August 2010, in front of house number 5 on Monyreth Boulevard in Damnak Thom village, Stung Meanchey, Meanchey, Phnom Penh, for a hearing in the morning of 19 August 2010 to find justice for the two victim’s families. But as soon as the hearing finished, that man was freed immediately. It was a really lucky result for the son of a rich family.
“During the hearing, Mr. Te Sam Ang was the judge and Mr. Sok Roeun was the prosecutor, along with the presence of the accused, Bun Sokvisal, who was standing in the wooden dock. He is a doctor at a district referral hospital and lives in Prek Boeng village, Ang Snuol, Kandal. The verdict was to sentence him to two years in prison, but it was all suspended and he was fined to pay Riel 3 Million [approx. US$700] to the state, but without any compensation imposed for the two victim’s families.
“It has been said that after the accident, the rich family went to meet the victim’s families to negotiate, and they agreed to pay for the funeral, and to give them money in exchange for the withdrawal of their charges at the court. Maybe this is the reason for the decision of the judge.
“The driver of the car was Bun Sokvisal, the son of a well-known and rich official of the Phnom Penh Municipality. It is not known whether this decision was right or wrong, but usually, if there is a fatal traffic accident, the driver must be detained.
“On 11:00 p.m. on 15 August 2010, a light gray Camry car with the number Phnom Penh 2T-6542, driven by Bun Sokvisal, crashed into a motorbike, killing the driver and a companion.” Nokor Wat, Vol.1, #35, 20.8.2010

“Phnom Penh: The Ministry of Industry, Mines, and Energy cooperates with the Japan International Cooperation Agency [JICA] with the intention to strengthen and to encourage the productivity development of small and medium scale enterprises in Cambodia.
“The head of the Department of Industry of the Ministry of Industry, Mines, and Energy, Mr. Meng Sak Theara, said to Deum Ampil on 22 June 2010, that the Ministry of Industry, Mines, and Energy, and JICA, an organization of experts experienced in the development of small and medium scale enterprises, is carrying out projects to promote the capacity and productivity of small and medium scale enterprises in Cambodia to be more competitive, and they are also publishing strategies that small and medium scales enterprises can use.
“He added, “The Ministry of Industry, Mines, and Energy, and JICA, having experts in assisting the study of shortages and challenges of each enterprise, assigned an analyst to work out ways to be better able to engage in competition to increase productivity.
“He added also, ‘The Ministry is cooperating with JICA to fulfill two important tasks. First, to organize a work team to directly check factories and enterprises by choosing six companies to implement policies under the guidance of the Ministry and of JICA. The second task is to create different policies to promote productivity and competition.
“An advisor of JICA, Mr. Miyashita Yuichiro, talked on 22 June 2010 during the workshop about the experiences of Japan in encouraging the development of small and medium scale enterprises, and about the implementation of programs in Cambodia, saying that Japan always cares about and supports the Royal Government Cambodia, and at present, JICA is expanding its private sector activities in Cambodia, especially for the development of small and medium scale enterprises.
“He added that the collaboration between the Ministry of Industry, Mines, and Energy and JICA will be able to guarantee the sustainable development of small and medium scale enterprises in Cambodia.
“An Undersecretary of State of the Ministry of Industry, Mines, and Energy, Mr. Heng Sokong, said that in 2009, hand made products of small and medium scale enterprises comprised up to 99.7%, while the macro enterprises contributed only 0.3% [among the 100%, the macro enterprises contribute only 0.3% of that total percentage in this field].” Deum Ampil, Vol.4, #511, 23.6.2010

“Phnom Penh: During a cabinet meeting, Prime Minister Samdech Hun Sen affirmed the position of the government regarding the campaign to strongly intercept forestry crimes, and not to give up. Although there may be barriers against it made of rock or of iron, any obstacles must be broken down.
“During the cabinet meeting yesterday, which took from morning to noon, Samdech Dekchor Hun Sen spoke to all members of the Royal Government, saying that all related institutions, whether on the national or on regional levels, have to cooperate to intercept forestry crimes, and to reach the ringleaders. All authorities have to investigate this at every place to find the offenses and to arrest the offenders, the principal leaders, and other relevant persons, to be prosecuted without any exception regardless of how powerful those persons are, and whatever their relationships, because the suppression of forestry crimes is the suppression of criminal groups – their activities have to be considered as activities of national betrayal.
“Samdech Hun Sen regards the interception campaign against illegal wood trading as a thunderstorm campaign, not a pleasant light drizzle.
“Also, Samdech Hun Sen knows that those who use to do such wood trading are backed by high ranking officials, but this time, no matter how high their positions are, they will be jailed.
“Samdech Hun Sen seriously warned some high ranking officials to withdraw from this business, because now the thunderstorm comes.
“He gave similar orders regarding the campaign to crack down on gambling sites and on drugs. All authorities must remember also the order to persecute the car owners that stick light black plastic foils on the inside of their car windows to conceal [who, or what is going on inside].

“Phnom Penh: Experts in youth problems said that according to their observation, public leisure time activity space for youth in the country is becoming smaller, but commercial entertainment space, such as night clubs and beer gardens, is increasing significantly.
“A civil society organization official, who asked not to be named, said early this week that youth at present lacks public space for leisure time, but they are enjoying the increasing number of night clubs, bars, Karaoke parlors, and beer gardens, where they can drink alcohol, use drugs, and find many other services.
“He emphasized, ‘When young people nowadays open their eyes, they see nothing but beer gardens and night clubs.’
“At present, Phnom Penh has 375 square kilometers, but besides around Wat Phnom, youth can hardly find other parks. Places where they can do some physical activities are the Olympic Stadium and some few small parks, but when it comes to beer gardens, night clubs, and other places providing terribly services, they can be found at every corner of the roads.
“Regarding this comment, an independent councilor and researcher of youth problems, Mr. Tong Soprach, said on 17 February 2010 that as he has noticed, the above comment seem to be true.
“According to him, present day youth problems, such as drug addiction, crimes, and sex trafficking, result from two factors: modernization and the surrounding environment. Modernization pushes youth to fall into bad habits due to the influx of other cultures, materialism, and peer pressure. That young people are easily impressed by their peers happens because of their environment. The environment for youth is formed, at present, by beer gardens, bars, and night clubs.
“He said, ‘They are easily attracted by their friends – when they open their eyes, they see such places.’
“There are hardly any places for playing sports, besides one or two, at universities and at the old stadium.
“He added, ‘There is not much public space for youth, but we see there are more beer gardens and night clubs.’
“Besides the two experts above, the coordinator of the Cambodian Youth Council, Ms. Mao Puthearoth, recognized that libraries, bookstores, places in the open air, and places for playing sports were not increased in recent years, but there are many places of entertainment attracting young people when they travel around town every day.
“She said, ‘I do not see that cinemas were changed into libraries, but several were changed into night clubs.’
“Responding to this issue, she said that the Cambodian Youth Council will ask the Ministry of Education to focus on this issue.
“She stressed, ‘We want the government to pay attention to these issues and establish a youth policy on the national level, which is now still in the status of being drafted.
“Ms. Puthearoth said that the Cambodian Youth Council is encouraging the government to create places of entertainment for youth and take youth problems into consideration, before it decides to provide licenses for any commercial entertainment places to be operated, especially night clubs and other strange places for youth.” Rasmei Kampuchea, Vol.18, #5131, 20.2.2010
