“Phnom Penh: Recently, several journalists have been detained by the authorities while they were fulfilling their duties as journalists and following the ethics of journalists, but some others had them arrested because dishonest merchants and related authorities exaggerated some stories changing them from right to wrong.
“According to a statement from the League of Democratic Journalists, several journalists had been arrested recently, which is really worrying. For instance, on 20 July 2010, the editor-in-chief of Chhanteak Koun Khmer was arrested in Kompong Thom, and on 21 July 2010 the editor-in-chief of Rasmei Eysan was arrested in Prek Prosob district in Kratie. On 2 August 2010, the head of a Cambodia watchdog office in Memut district in Kompong Cham was also detained.

“Those journalists were arrested, because merchants involved in illegal business colluded with dishonest officials and tried to find pretexts to put blame on journalists who were performing their work, and some wicked officials who act against their duties and the regulations sought ways to arrest the journalists in order to hide these scandals. The distortion of stories by dishonest authorities leads to internal frictions. They turn their rancor against journalists, and this becomes a concern for the function of journalism.
“The rancor by the authorities towards journalists frequently victimizes journalists. Actually, at 20:30 on 12 August 2010, also a journalist of Kampuchea Thmey was detained for a night by Dankao district police over a minor traffic accident. This resulted from discrimination by police and their rancor against journalists.

Cambodian People’s Party Officials Were Accused to Be Behind the Creation of Reservoirs – Thursday, 12.8.2010

“The Ministry of Water Resources and Meteorology sent a letter to Prime Minister Hun Sen, naming some district governors and commune chiefs, saying that the Ministry suspects them as being involved in collusion to protect illegal reservoirs which are ruining the Tonle Sap lake.
“During a session of the Tonle Sap Authority yesterday [11 August 2010], the Minister of Water Resources and Meteorology, Mr. Lim Kean Hor, stated that many local authorities collude with merchants to encourage farmers to claim that they own those reservoirs in an attempt to protect the reservoirs, whereas they are not allowed to be created around the Tonle Sap lake.
“He said, ‘We reported and sent the name list of those people to Prime Minister Samdech Hun Sen to consider and to decide an appropriate measure.’
“He added that he and his fellow officials just follow the Prime Minister’s order.
“In April, the Tonle Sap Lake Authority received an order from Prime Minister Hun Sen to demolish illegal reservoirs around the Tonle Sap lake, as well as those the Region 2 and 3 that are determined as conserved areas of flooded forest.
“239 illegal reservoirs set to be demolished in Region 2 are located in the six provinces of Banteay Meanchey, Battambang, Kompong Chhnang, Kompong Thom, Pursat, and Siem Reap.
“The president of the Tonle Sap Lake Authority, Mr. Lim Kean Hor, stated also that 45 reservoirs were destroyed since 25 June 2010 and 288 markers were put in those regions.
“He added, ‘Though rainy reason blocks the destruction of those reservoirs and though we temporarily suspended the destruction, we still watch over the issues every day.’
“According to Mr. Lim Kean Hor, almost 10,000 hectares of the wet area surrounding the Tonle Sap lake are destroyed each year for the creation of reservoirs, the expansion of agricultural land and fishing lots, and of charcoal business operations.
“Deputy Prime Minister Yim Chhayly said that the potential of the Tonle Sap lake can support the living of nearly four millions Cambodian people settling around the lake.
“He added, ‘The Tonle Sap lake is an important pulse of economy, of environment, and of culture in Cambodia.’

“The Minister of Agriculture, Mr. Chan Sarun, accused courts of keeping cases of forestry, agricultural, and fishery crimes unsolved. He said that 70% of crimes nationwide were sent to courts.
“Speaking to forestry administration officials in Phnom Penh, Mr. Chan Sarun said that the problem results from a lack of cooperation. He said, ‘Forestry, agricultural, and fishery crimes were not brought for trials at courts due to a lack of cooperation between prosecutors and officials in investigations.’
“Early this year, the government launched a massive suppression campaign against illegal logging. This suppression after Prime Minister Hun Sen told military commanders in November that he would not spare any military commanders who are are involved in illegal logging. In April 2010, Prime Minister Hun Sen removed the Director General of the Forestry Administration, Mr. Ty Sokun, from his position on the grounds that he failed to intercept forestry crimes.
“But many conservationists criticized the suppression is ineffective, claiming that many officials involved in illegal logging are rarely brought to courts.
“The statement of Mr. Chan Sarun on Friday last week during a session to assess the enforcement of forestry administration criticized lower level forestry administration officials for negligence. He made many recommendations requesting lower level forestry administration officials to take restrictive action immediately to crack down on all images of forestry crimes and to prevent them from happening in Cambodia.
“Mr. Chan Sarun added, ‘We must gather all intercepted and seized grade quality wood and put it for public bidding. The money from the selling will be made national resources.
“Mr. Chan Sarun did not mention how many cases of forestry, agricultural, and fishery crimes that were sent to courts and he could not be reached for more comments early this week.
“The head of the Phnom Penh Municipal Court, Mr. Chiv Keng, said on Monday that, believing that the figures mentioned is old ones, but he acknowledged that the provincial courts must make more efforts to speed up hearings on forestry crimes.
“Mr. Chiv Keng said, ‘Courts, including the Phnom Penh Municipal Court, heard almost all cases. I encouraged provincial courts to work on all forestry crimes.’
“A prosecutor of the Siem Reap Municipal Court, Mr. Ty Sovinthal, said on Monday that the Siem Reap court does not kept any forestry crimes unsolved. Anyway, he does not know how many cases of forestry crimes that had been heard by the court.
“In response to Mr. Chan Sarun’s statement, the head of the Department of Law Enforcement of the Ministry of Agriculture, Forestry, and Fisheries, Mr. Tim Sipha, said on Monday that he had ordered officials to step up cooperation with prosecutors. He stressed, ‘We have already encouraged, but punishments are courts’ authority. “Phnom Penh: According to a report of the United Nations for 2010, there are 1,621 communes in the 24 provinces and cities in Cambodia, where 80% is rural areas.
“The report on the outlook of fundamental developments for 2010, recently published by the United Nations, says that Cambodia has 24 provinces and cities, but only 142 communes are considered as [densely] populated or urban, while as many as 1,479 communes remain rural.
“The same source adds that in Phnom Penh, 10 among the 76 communes are considered as rural.
“Besides Phnom Penh, the report divides the rest of the 23 provinces and cities into 4 areas: low lying areas, the Tonle Sap lake area, highlands, and the seashore area.
“In the low lying areas, among the 616 communes, only 27% are considered urban. That means 83% of the total area is rural. The low lying areas cover Kandal, Kompong Cham, Prey Veng, Svay Rieng, and Takeo.
“The Tonle Sap lake area consists of 8 provinces: Banteay Meanchey, Battambang, Kompong Chhnang, Kompong Thom, Oddar Meanchey, Pailin, Pursat, and Siem Reap. In these 8 provinces, among the 491 communes, only 30 are urban, while the other 461 are still rural. To sum up, as much as 85% of the communes are rural.
“The highlands of Cambodia comprises 6 provinces: Kompong Speu, Kratie, Mondolkiri, Preah Vihear, Stung Treng, and Ratanakiri. In total, only 10 communes in these 6 provinces are urban, whereas the rest of 276 are rural. To conclude, only 9% of this area is considered urban.

“Observers said that the sharp increase in the number of Cambodian migrant workers creates more problems for officials fighting against human trafficking. According to the report of the US Department of State released last week, Cambodia carried out positive measures last year to fight human trafficking, but some people called for attention to the fact that workers migrating to foreign countries for better job opportunities are also facing more problems.
“A legal advisor of the Cambodian League for the Promotion and Defense of Human Rights – LICADHO – Mr. Manfred Hornung, said that his team has worked with about 60 migrant workers who had been trafficked and then sent back to Cambodia during the last 18 months. He said, ‘They experienced dangerous situations after they had fallen into trafficking.’
“He added that they tell similar stories. Because there are less job opportunities in the country, many workers were lured by local merchants with the promise to find them well-paid jobs in Thailand. They were then trafficked across the border. Before they were sold to work on fishing boats, they were locked up in guesthouses. When they started to understand what had happened, it was already too late.
“Mr. Hornung said, ‘Those workers were almost like slaves. Many of them said that they worked under difficult working condition, where some were even beaten and killed.’ He added, ‘In many cases, they experienced the bad fate of trafficked male migrant people, whose labor is being exploited.’
“An obvious difficulty is not to have an accurate number of people who fell into such exploitation. The World Bank estimates that there are about 350,000 Cambodian migrant workers abroad. Observers who work with the problems of migrant workers said that there is also a large number of unreported workers working abroad.
“Mr. Hornung added that the International Labor Organizations [ILO] estimates that between 250,000 to 300,000 young citizens of Cambodia want to enter the job market every year. If there is a shortage of jobs in the country, some of these young citizens are forced to seek jobs in foreign countries.
“The head of the Anti-Human Trafficking Department of the Ministry of Interior, Mr. Bit Kimhong, recognized that many citizens are being trafficked into forced labor in different countries. But he said that the authorities are stepping up legal measures. He said, ‘The government created its strategies for 2010 to investigate border crossing crimes.’
“The human trafficking report of the US Department of State released last week shows that the number of prosecutions against perpetrators of human trafficking increased compared to before, so that Cambodia was removed from the Tier 2 Watch List of countries that are being assessed in their combat against human trafficking, which is not yet sufficient. From thirty six reported convictions, only one was not for sexual trafficking, which shows that there was not much done against labor related trafficking.
“The report says, ‘The trafficking of Cambodian citizens abroad increases and it needs to receive more attention from the authorities during the next years.’ It adds, ‘While there are more reports about Cambodian migrant workers who become victims due to trafficking, resulting from the exploitation of their labor in different countries, the government hardly prosecutes criminals and those companies which select workers involved in the trafficking of laborers.” Phnom Penh Post [Khmer Edition], Vol.1, #197, 197.6.2010

“Phnom Penh: A Secretary of State of the Ministry of Health said that the exploitation from blood donations and from blood infusions is against the moral of medical professionalism and it must be avoided.
“A Secretary of State of the Ministry of Health, Ms. Ouk Monna, said so during a World Blood Donors’ Day event, held on 14 June 2010 at the National Institute of Education, focusing on young donors with the slogan ‘New Blood for the World.’ ‘The economic exploitation from blood donations and blood injections is totally against the moral of medical professionalism, and such behavior must be avoided.’ She added, ‘The elimination of these activities can earn trust from the general public, and it will lead to receiving 100% voluntary blood donations from the Cambodian people.’
“She went on to say that like the focus says clearly, the Ministry of Health strongly supports the National Blood Transfusion Center to make more efforts in order to meet the safe, sufficient, and timely supply of blood as needed by patients at different hospitals. Safe blood donations are supportive services for the treatment and the care for patients, and they help to reduce the death rate of patients.
“Ms. Ouk Monna continued to say that in order to promote the provision of health services, the National Blood Transfusion Center must make broader publicity efforts about voluntarism to donate blood, so that citizens, including young people in the communities, as well as civil servants at different institutions, departments, and at the ministries gain knowledge about it and join to donate blood.
“According to a report from the National Blood Donation Center, in 2009 35,895 bags of blood were donated by volunteers from different families and from friends of patients, and about 51% of the donated blood was used in different hospitals in Phnom Penh, and the rest of 49% in hospitals in the provinces countrywide.
“The director of the National Blood Donation Center, Mr. Nhem Thuok said, ‘The national blood donation service is under the administration of the Ministry of Health and its key role is to implement a blood safety strategy policy where the major goal is to guarantee safe, sufficient, and timely blood donations in order to meet the demands of patients at public and private hospitals nationwide.’
“He added that since the reestablishment of blood donation services in 1991, the collection of blood donated by volunteers around the country keeps increasing, and it is in line with the improvement of the health infrastructure that leads to the growing use of blood. He went on to say that there are only 3 volunteers donating their blood among 1,000 people, a very low rate. According to a study, there will not be sufficient blood supplies unless 2 among 100 people donate their blood.
Ms. Dith Kimean, a volunteer blood donors, said, ‘The World Blood Donors Day does encourage and educate youth to do social work to help the society, especially also to save people’s lives through the voluntary donation of blood.’ She added that every year, millions of people in the world, including thousands of Cambodian people, need blood so that their lives can be saved after they had an accident or a sickness that makes them lose blood.” Rasmei Kampuchea, Vol.18, #5224, 15.6.2010

“Through a press conference on Tuesday, 2 June 2010, groups of civil society organizations in Cambodia, including the Cambodian Human Rights Action Committee, the NGO Forum on Cambodia, and the Cambodian Housing Rights Task Force, appealed to the armed forces to protect the interest of citizens, and not that of private companies and traders.
“In the press conference also communities that are affected by land grabbing by companies participated. Also citizens of the Boeng Kak lake community that are facing land grabbing and eviction by the Shukaku company of Senator and Oknha Lao Meng Khin from the ruling party, citizens of the Amleang commune in the Thpong district, Kompong Speu, who are vigorously protesting against land grabbing by the Kompong Speu Sugar and the Phnom Penh Sugar companies of Senator and Oknha Ly Yong Phat from the ruling party, and citizens from Romeas Haek district in Svay Rieng, who suffer from land grabbing by the Peam Cheang Rubber Plantation company, participated.
“A representative of the Boeng Kak lake community in Phnom Penh, Ms. Huot Mony, told the story that has led to violations and intimidations, to grab their land and houses by the Shukaku Inc. company, where many citizens are staff of the Prime Minister’s advisory committees that came to settle there since 1980. In 1993, the number of citizens in the area increased. On 6 April 2006, the Phnom Penh Municipality summoned citizens to meet at the Srah Chok pagoda, informing them that all the citizens in the Boeng Kak lake area would receive land titles – but it then became quiet.
“What makes the Boeng Kak lake residents feel very disappointed and hurt is that the notification of the Phnom Penh Municipality, dated 6 February 2006, said that the Boeng Kak lake area is leased for 99 years for US$79.2 million, with the rate of US$0.60 per square meter, to the Shukaku Inc. company, to develop the area of 133 hectares, where 40 hectares are lake surface.
“Through this agreement, 4,252 families in the Boeng Kak lake area in the Srah Chok commune, Daun Penh district, have been seriously affected by the dredging of sand by the company to fill in the lake. This Boeng Kak lake representative added that the company had laid sand dredging pipes that cause the posts of their houses to become unstable, and they had ordered the authorities to threaten and to prevent citizens from repairing their houses. Some families took out their belongings and the inhabitants moved away, as they were afraid of the danger that their houses might collapse.
“Many problems had happened to the Boeng Kak lake residents – some are concerned that their houses might be burnt down, people might get electric shocks, or their houses might collapse. Sobbing while she was speaking, this representative called on the international community to think about the poor citizens who face evictions, before they decide to grant aid to the Cambodian government.
“Also, a representatives of citizens from the Kompong Speu community in the Amleang commune said that their condition is not much different from what the representative of the Boeng Kak lake area had mentioned.
“This representative said that the Amleang commune residents had worked on their rice fields since before the Khmer Rouge regime, except during the Khmer Rouge regime, and then after 1979, they continued to live on their land, doing farming. Just early this year, Oknha Ly Yong Phat’s company had ordered machinery to clear their farmland and to ban them from farming on their land.
“Facing such a situation leads to serious disappointments, and the activities of the government and of these companies are not a sign of poverty alleviation, but they add a heavier burden on the citizens. In the meantime, it was noticed that when protests against land grabbing took place, private companies often used armed forces to intimidate the victimized citizens. Some cases led to shootings at the citizens, but the perpetrators were not brought to be punished.
“Non-government organizations raised six important demands to the government:
- The citizens must be involved in all developments.
- There must be proper compensation and agreements when dealing with land disputes.
- There must be more effective land dispute mechanisms.
- Arrests of citizens over land disputes must be stopped.
- The government should be involved in solving land disputes, based on proper procedures.
- Armed forces should protect the interests of citizens, and not that of powerful traders.

“Phnom Penh: According to an announcement of the US Embassy on 21 May 2010, the Deputy Assistant Secretary of the Bureau of East Asian and Pacific Affairs, Mr. Scot Marciel, and a Secretary of State of the Ministry of Foreign Affairs of the Kingdom of Cambodia, Mr. Ouch Borith, chaired the third annual discussion between Cambodia and the United States of America. Both delegations discussed many topics, such as US aid to Cambodia, food security, climate change, security cooperation, and general issues in the region.
“US aid to Cambodia aims to assist the priority sectors of the Royal Government of Cambodia as stated in the Rectangular Strategy of the Royal Government of the Cambodia to help develop Cambodia in the upcoming decades. Those sectors are poverty alleviation, agriculture, good governance, and capacity building. The US aid for those priority sectors is the same as that provided by the USA 60 years ago when the aid program of the United States of America began in 1955.
“Both sides discussed also different strategies where both countries can cooperate, like in military relations, when the US medical ship USS Mercy will arrival at the Sihanoukville sea port on 15 June 2010. Mr. Marciel also talked about the US aid for the Khmer Rouge Tribunal, and listened to the description of Secretary of State Ouch Borith about the achievements of the Royal Government of Cambodia in reducing poverty, promoting education and the health sector, strengthening basic infrastructure, and addressing some challenges from the global economic crisis. The Cambodian side informed Mr. Marciel also about the efforts of Cambodia to fight corruption and to reform the court system.
“This bilateral discussion provided also the opportunity for both sides to review the planning to organize the 60th anniversary celebrations of the Cambodian-US diplomatic ties. The anniversary will be celebrated by organizing some events in July. The bilateral ties between Cambodia and the United States of America have progressed much by now, especially during the last 10 years. “Phnom Penh: The International Labor Organization (ILO) estimated that in Cambodia more than 1,500 people were killed last year by occupational accidents. That means four persons die each day at their workplace.
“Regarding these occupational accidents, ILO announced that Cambodia will celebrate the World Day for Safety and Health at Work on 30 April 2010 by a march in Kampot City.
“The celebration on 30 April 2010 will be held under the topic ‘Understanding about Your Safety and Health Hazards and the Prevention of Occupational Accidents.’
“The head of the Department of Occupational Safety and Health of the Ministry of Labor and Vocational Training, Mr. Leng Tong, said that in 2009, nearly 3,000 workers in Cambodia suffered from serious accidents relating to their work.
“The president of the Cambodian Labor Confederation, which has a membership in the fields of tourism, garment production, and construction, Mr. Ath Thun, considers the figures provided by ILO about deaths at work places as based on accurate monitoring.
“Mr. Ath Thun said that Cambodia is a developing country, and in general, investors in Cambodia do not care much about the health of workers, while also the government does not pay much attention to the health of workers. As health issues of employees and workers do not receive much attention, this results in accidents happening continually. In recent years, there is a fast growing number of high-rise buildings that do not have occupational safety systems, and there is no clear regulation about who has to take the responsibility when accidents happen, and when workers are killed, whether their families get proper compensation, or they are left with little money.
“Mr. Ath Thun added that most occupational accidents occur at construction sites and brick kilns, in fishery, as well as at other companies, institutions, and small enterprises that are not following standards and that do not have proper occupational protection systems. In the garment sector, workers often lost a hand or suffered from chemical substances that affect their health. Some others encountered traffic accidents when they went to or came out of their factories.
“The recent announcement by ILO, on 29 April 2010, says that the Ministry of Labor and Vocational Training of Cambodia has broadened its publications about occupational safety and health to the provincial level, conducting a public demonstration in Kampot. More than 350 participants, representatives of the government and of employers and employees, will join to celebrate by marching from the Kampot Bridge along the river, carrying signs and banners with slogans on the way to the next celebration site at the Kampot Municipality to listen to speeches and to watch performances about safety.
“Along the roads in Kampot, banners with slogans are on display, and leaflets to promote public understanding about the importance of occupational safety and health are distributed.
“A Secretary of State of the Ministry of Labor and Vocational Training in charge of occupational safety and health, AIDS, and social security, Mr. Huy Hansong, who will chair the event in Kampot on 30 April 2010, said in the announcement that health and safety hazards – problems that have been occurring at present – cannot be identified only through normal ways assuming people’s general understanding. ‘We must have new ways to deal with these dangers and educate workers and employees about practical and new measures of prevention.
“On behalf of the Ministry of Labor and Vocational Training, he said that the Royal Government of Cambodia highly prioritizes the improvement of the quality of life of the people. Ensuring a healthy, safe, and productive atmosphere are key factors to achieve this goal. Cambodia is implementing, at the national level, a system for stronger occupational safety and health, in order to offer sufficient protection for the occupational safety and health for all workers and employees.
“The announcement also quotes an ILO specialist on occupational safety and health for East Asia, Southeast Asia, and the Pacific, Mr. Kawakami Tsuyoshi [川上 剛], as saying that ‘this is the fifth time that Cambodia celebrates this international day, and this shows the commitment of Cambodia to achieve occupational safety and health. But we must not be too proud. We should consolidate our effort to get closer to the employees at their workplaces and to provide them with practical support to prevent accidents.’

“Phnom Penh: The Imperial Government of Japan grants Yen 624 million, approx. US$6.5 million, for the establishment of a Marine Aquaculture Development Center in the Kingdom of Cambodia.
“The groundbreaking ceremony for the construction of the center will be held in the morning of 26 April 2010 in Tumnub Rolok commune, Sihanoukville, and will be chaired by the Minister of Agriculture, Forestry, and Fisheries, Mr. Chan Sarun, and by the Japanese Ambassador to the Kingdom of Cambodia, Mr. Kuroki Masafumi.
“An announcement of the Japan International Cooperation Agency [JICA] dated 23 April 2010 says that the plan to construct a Marine Aquaculture Development Center in the Kingdom of Cambodia was initiated with the goal to promote maritime aquaculture in order to respond to the demands for sea-food from a growing number of fishermen, and to reduce the pressure on fishery, as well as to curtail the import of not healthy fish from abroad.
“The announcement adds that the new plan, funded by the Japanese government, will also provide equipment and material for research, and support also the construction of an administration building, a building to store fish eggs before they are hatched, a building for hatching, a breeding building, as well as materials for aquaculture research.
“In addition to research and the development of marine aquaculture, the plan also focuses on building up the capacity of the center to produce 400,000 young fish per year.

At a poverty line of $1.25 a day, the revised estimates find:
- 1.4 billion people live at this poverty line or below.
- This is more than the previous estimate of 984 million with the older measure of a $1 a day in 2004.
- In 1981, the estimated number of poor was also revised upward, from 1.5 billion to 1.9 billion.
The World Bank notes that “the incidence of poverty in the world is higher than past estimates have suggested. The main reason is that [previous data] had implicitly underestimated the cost of living in most developing countries.”
