“Phnom Penh: The Prime Minister of the Kingdom of Cambodia, Samdech Akkak Moha Senapadei Dekchor Hun Sen, returned to Cambodia in the evening of 27 July 2010, after paying an official visit to the Republic of Singapore for three days.
“At the Phnom Penh International Airport, the Minister of Foreign Affairs and International Cooperation, Mr. Hor Namhong, held a press conference, saying that the visit to Singapore was essential for Cambodia as it benefits Cambodia, since Singapore has a vigorous economic growth. Practically, within the first six months of 2010, Singapore achieved a 17% economic growth. Because Singapore is an important economic partner of Cambodia, both countries’ trade increased within these six months. Trade increased up to 62%, amounting to more than US$1 billion. Also, investments from Singapore are rising.
“During the visit, Samdech Dekchor Hun Sen had discussions with the Singaporean prime minister, and both sides agreed to concentrate on mutual economic development and the exchange of their perspective on regional issues.
“The Cambodian Prime Minister, Samdech Dekchor Hun Sen, made a speech during a business meal, organized by the Ministry of Commerce and Industry of Singapore in the National University of Singapore in the morning of 26 July 2010.
“Samdech Hun Sen invited Singaporean businesspeople, who have never visited Cambodia, to come to study the Cambodian reality, take up investment opportunities, and meet with Cambodian commercial associations to seek partners and to cooperate to contribute to successful results together. He added, ‘You have capital, knowledge, and experience, and with the extensive potential of Cambodia, there are many places and opportunities where both countries’ economies can benefit from each other.’ Samdech Dekchor promised Singaporean investors and businesspeople to facilitate a favorable and friendly business atmosphere, to be widely open for Singaporean investments and businesses.
“Samdech Hun Sen asked Singaporean investors to establish rice milling factories in Cambodia, because Cambodia harvests lots of paddy rice each year, but the export of unprocessed paddy rice makes Cambodia to lose a lot of profits.
“It should be noted that both countries established diplomatic ties in 1965, but severed them in 1975. They were then reestablished in 1992.
“The trade from Singapore to Cambodia in 2009 amounted to more than US$208 million, while the Cambodian export to Singapore was more than US$481 million.
“From 1994 to 2010, the amount of investments from Singapore was more than US$570 million, concentrated in several sectors, such as tourism, industry, agriculture, and infrastructure.” Rasmei Kampuchea, Vol.18, #5261, 28.7.2010

A Parliamentarian from the Cambodian People’s Party Rejected the Reports of COMFREL and of the Inter-Parliamentary Union – Friday, 12.2.2010

“Phnom Penh: A parliamentarian and high ranking official of the Cambodian People’s Party voiced his strong reaction by totally rejecting a report of the Committee for Free and Fair Elections (COMFREL) on Thursday 11 February 2010, and of an announcement by the Inter-Parliamentary Union (IPU) over the suspension of the immunity of Sam Rainsy Party parliamentarians.
“The parliamentarian from Prey Veng and chairperson of the Commission on Economy, Banking, and Audits of the National Assembly, Mr. Cheam Yeap, said that the Cambodian People’s Party won the through the [2008] elections as many as 90 seats, more than two thirds of the total of 123 seats. Under this situation, leaders of the Cambodian People’s Party do not commit any wrongdoings, because it could affect the confidence of citizens who are voters or party members.
“Mr. Cheam Yeap added that he would like to announce, instead, what the Permanent Committee of the National Assembly did, saying, ‘As a parliamentarian, what we did (suspended the immunity of Sam Rainsy Party’s parliamentarians) was based on the law. The suspension or the withdrawal of the immunity is not an important matter. We just put off their raincoats (the immunity) to let them get soaked like others, and to let the court question and work on them. The National Assembly has the obligation to obey the law. Though the immunity of parliamentarians from the Sam Rainsy Party was suspended, they can attend meetings and retain the necessary rights to vote on laws and to receive their salary like the other parliamentarians.’
“He went on to say that the reports of COMFREL and of the IPU, which criticized that the National Assembly’s records in this term are worse than in the previous terms, and that the suspension of the immunity of the Sam Rainsy Party parliamentarians was not done based on the law… claim unnecessary concerns which contrasts the reality. ‘As the National Assembly, we adhere to and implement the laws of Cambodia.’
“Mr. Cheam Yeap stressed that both the government and the National Assembly are not worried, because what they have done complied with the Cambodian law.
“The reaction of the parliamentarian from the ruling Cambodian People’s Party was made a day after COMFREL had issued a report on 10 February 2010 which says that democracy in Cambodia is being affected, because the Cambodian People’s Party caused the freedom of expression and the discussions in the National Assembly to diminish. Also, criticism of the suspension of the immunity of the Sam Rainsy Party parliamentarians in three cases – of Mr. Sam Rainsy, of Ms. Mu Sochua, and of Mr. Ho Van – was easily made but was not based on the law.
“Meanwhile, the IPU criticized, on 10 February 2010, that the suspension of the immunity of the three Sam Rainsy Party parliamentarians did not go through careful discussions and reviews beforehand. The IPU added that it will put this issue on the agenda of the 122nd meeting in April and May 2010.
“Regarding the suspension of the immunity, [the Sam Rainsy Party parliamentarian] Mr Ho Van appealed to the president of the National Assembly to give him back his immunity, because the judgment of the Phnom Penh Municipal Court dated 2 February 2010 decided to lift the accusation against him, over his assumed defamation against 22 senior military officials, and it has been sent to the president of the National Assembly.
“Mr. Cheam Yeap said that the Permanent Committee of the National Assembly led by Samdech Heng Samrin will organize a meeting very soon to install the immunity back to Mr. Ho Van, after the National Assembly had received information about the judgment and his request earlier this week.” Rasmei Kampuchea, Vol.18, #5124, 12.2.2010

Note:
The claim that the Cambodian government has fully met the requirements of the UNESCO World Heritage Committee is surprising for the interested public, as it has only been reported that a Cambodian report was submitted before 1 February 2010 to the World Heritage Committee, while there is no report how the following requirements, from the UNESCO minutes, have been fulfilled – and the Thai government publicly claims that they do not know the Cambodian report – though the Thai government should have been involved – according to the UNESCO minutes.
Of special interest are the following points of the UNESCO minutes:
- “14. Requests the State Party of Cambodia, in collaboration with UNESCO, to convene an international coordinating committee for the safeguarding and development of the property no later than February 2009, inviting the participation of the Government of Thailand and not more than seven other appropriate international partners, to examine general policy matters relating to the safeguarding of the Outstanding Universal Value of the property in conformity with international conservation standards;
- “15. Requests the State Party of Cambodia to submit to the World Heritage Center, by 1 February 2009, the following documents:
a) a provisional map providing additional details of the inscribed property and a map delineating the buffer zone identified in the RGPP;
b) updated Nomination dossier to reflect the changes made to the perimeter of the property;
c) confirmation that the management zone for the property will include the inscribed property and buffer zone identified in the RGPP;
d) progress report on the preparation of the Management Plan;- “16. Further requests the State Party of Cambodia to submit to the World Heritage Center by February 2010, for submission to the World Heritage Committee at its 34th session in 2010 a full Management Plan for the inscribed property, including a finalized map.”
These points touch on matters where “the participation of the Government of Thailand” seems to be required, according to the UNESCO minutes, as the border demarcation between Cambodia and Thailand has not yet been accomplished.

The Municipal Court Upholds the Decision that the Complaint about Corruption at the Khmer Rouge Tribunal Will Not Be Dealt with – Tuesday, 10.2.2009

“Phnom Penh: The Phnom Penh Municipal Court decided to uphold the decision that the complaint of the foreign defense lawyers of Mr. Nuon Chea, the Brother Number 2 of the Khmer Rouge regime, will not be dealt with. This is based on a judgment by the deputy prosecutor of the Phnom Penh Municipal Court, Mr. Sok Kalyan, on 5 February 2009. This judgment was published on Sunday.
“Deputy Prosecutor Sok Kalyan, responsible for handling the case, told foreign defense lawyers of the former president of the Khmer Rouge National Assembly, that the complaint regarding corruption allegations at the Khmer Rouge Tribunal will not be taken up to be settled.
“Yesterday, on Monday evening, 9 February 2009, Mr. Sok Kalyan clearly explained the decision, that the corruption allegations case will not be taken up, because the evidence does not state that a crime is imminent, and the perpetrators are not known.
“Deputy prosecutor Sok Kalyan added that normally, when deciding to take up a case, a prosecutor decides to address a fact by pointing to individuals involved in a crime. But checking all evidence in the complaint of Mr. Nuon Chea’s defense lawyers, nothing indicates that a crime is imminent to happen in relation to the accusation about corruption at the Khmer Rouge Tribunal. Mr. Sok Kalyan added that another point is that the complaint of Mr. Nuon Chea’s defense lawyers is a defamatioin complaint and does not point out why individuals are suspects in this corruption case. They say that it was just heard that there was corruption at the Khmer Rouge Tribunal, but there is no document to prove the nature of what is called corruption. And it does not point out clearly to the individuals suspected of receiving bribes.
“This refusal to take up a corruption case at the Khmer Rouge Tribunal was made after the prosecutor of the Phnom Penh Municipal Court had summoned Mr. Nuon Chea’s defense lawyers to question them, to defend their case one or two times, and he had planned to summon many other witnesses for questioning.
“Mr. Andrew Ianuzzi said as a plaintiff that Mr. Nuon Chea’s foreign defense lawyers are surprised that the Municipal Court decided not to take up the case. He had met with the deputy prosecutor, Mr. Sok Kalyan, on Wednesday [4 February 2009] morning, and he had been told that there were plans to question many other witnesses. However, within just 24 hours, this decision was reversed.
“Mr. Nuon Chea’s foreign defense lawyers have not yet decided how to appeal this decision. Mr. Andrew Ianuzzi said that the foreign defense lawyers of Mr. Nuon Chea must think carefully, before they appeal, as they have two more months to present a complaint to the Appeals Court, to take up the corruption complaint at the Khmer Rouge Tribunal to be dealt with.
“However, finally Mr. Sok Kalyan concluded that the a decision not to work on this corruption complaint is possible because there is no imminent pressure. This is so, because the prosecutor checked the different procedures based on evidence, and there is no evidence proving an immediate danger of crimes being committed, as had been the original accusation.
“On 8 January 2009, the foreign defense lawyers of Mr. Nuon Chea, Mr. Michael Pestman, Mr. Victor Koppe, and the assistant lawyer Mr. Andrew Ianuzzi, as plaintiffs, lodged a complaint at the Phnom Penh Municipal Court. In the complaint the foreign defense lawyers of Mr. Nuon Chea asked to clarify corruption allegations at the Cambodian side of the Khmer Rouge Tribunal. They claimed that corruption would affect the process of hearings of the former Khmer Rouge leaders.
“Talk about a corruption scandal at the Khmer Rouge Tribunal started in early 2007, when the Open Society Justice Initiative released a corruption report. But officials of the Khmer Rouge Tribunal at the Cambodian side, as well as government officials, denied it and considered this corruption scandal to be just a claim without a basis facts.” Rasmei Kampuchea, Vol.17, #4816, 8-9.2.2009

Prime Minister Hun Sen Explains the Change in the Position of the Commander-in-Chief – Saturday, 7.2.2009

“Phnom Penh: Rumors about the reasons for the removal, two weeks ago, of General Ke Kim Yan moved Prime Minister Samdech Hun Sen on Friday 6 February 2009 to clearly explain that the removal of the commander-in-chief was part of the ongoing military reform, but it was not the result of internal disputes in the Cambodian People’s Party [CPP], the party ruling the country.
“Speaking to journalists at the Ministry of Foreign Affairs, Samdech Hun Sen said that he is aware that some people say that the removal of the commander-in-chief is to strengthen the forces of Hun Sen and to diminish the forces of Samdech Chea Sim. But Samdech [Hun Sen] added that even if Mr. Ke Kim Yan were still the commander-in-chief, there would be no problem in the CPP.
“Together with this claim, Prime Minister Samdech Hun Sen went on to say that General Ke Kim Yan is still a general, having protection forces for which the government has to be responsible. As for the party’s affairs, Mr. Ke Kim Yan is still a permanent member of the Central Committee of the CPP, and head of a certain working group in Banteay Meanchey.
“With reference to the motions in the CPP, raised in public opinions recently, Prime Minister Samdech Hun Sen stressed that military adjustments are normal in military reforms, when the government wants to improve efficiency, just as in reforms in other sectors. But this time, this is not happening in the form of a slow method, but Samdech Hun Sen wants that it happens faster in order to be in line with the present situation.
“As for the rights of a prime minister, since the time when Samdech took over the office as prime minister for the first time in 1985, Samdech Dekchor Hun Sen said that for all decisions about any reforms or changes in appointments, the prime minister did not need to ask for ideas from the party.
“As mentioned above, Prime Minister Samdech Hun Sen warned opposition groups and accused them of provoking fractional splits among the CPP, using the information about the removal of General Ke Kim Yan as the commander-in-chief.
“Prime Minister Samdech Hun Sen warned, ‘Anyone and any party which dares to interfere in CPP affairs, that person and that party will not have peace. I will fight until your last shelter is no more, like with the Funcinpec in 1997. And now, all commentators, please stop making comments to split the CPP into factions and opposition,’ where Samdech seemed to refer to the Sam Rainsy Party, which nowadays should be able to control their own party members.
“Mr. Yim Sovann added that real military reform has not only to do with the change of persons among the top leadership, but it is also necessary to check the salaries of the military, to check weapons, medicines, and the livelihood of military families. Friday, 12.9.2008: Club of Cambodian Journalists Asks Politicians for Communication If They Think Media Are Important

“Representatives of the Club of Cambodian Journalists asked all politicians to communicate better with the media if they think that the media are important.
“Mr. Pen Samithi, the president of the Club of Cambodian Journalists, said during a Roundtable Discussion to Review the Media Coverage During the Elections in the morning of 11 September 2008, that during every election, the media were considered to be most important for conveying messages to the citizens in rural areas as well as in the cities, to understand the election processes, and to know the parties that participate in the electoral competitions. Therefore, the media become political hostages during each election period, and after the elections are over, there has been always criticism by some parties against the media, saying to have shown bias, and to not have published enough about their specific party.
“Mr. Pen Samithi added that some parties did not have spokespersons, and if journalists wanted their phone numbers, they could not get it. How can they report? If the politicians want good publicity, there should be better communication from now on, not just one month before the elections. If communication start so late, it is hopeless.
“Mr. Pen Samithi said that he has never seen that any political parity contacted the media for reporting, and if the journalists wanted to contact them it was difficult. He went on to say that almost all parties have no media policy; so how can the media report? He said that if political parties think that the media are important, they have to communicate properly with the media, and not just blame the media after the elections, because earlier on, when the media approached the parties during the time of the elections, almost all such contacts were limited or were set under conditions to do this or to do that – but the media do not set any conditions in turn.
“Mr. Keo Sothea, the editor-in-chief of Samleng Yuvachun Khmer, said that during the discussion in the morning, his newspaper had raises some negative points which have to be criticized, in order that they are corrected and there will be improvement. Some newspapers always write only negatively related to the government, but as for some needs or weak point, they do not seems to dare to write them, and to report about improvements by the government is an issue which is difficult to trust, because people have to think what a real improvement is, and what a lack thereof is.
“Mr. Kol Panha, the executive director of the Committee for Free and Fair Elections – COMFREL – said that the media must be examined, because media are most important for sending information to the citizens who are the voters, and the media have a very significant role in the process of democracy. If someone is not listening or watching the media about the election process, or does not know any political parties, they will not be able to freely and broadly voice their opinion. However, if a publication spreads a lie, it really affects the voters strongly.
“Mr. Kol Panha continued that the media are important, therefore journalists have to be neutral, they have to have morality, and journalistic skills, so that voters receive broadly based information. He added that when the elections approached, most media showed a certain reluctance towards the government, as taking up certain things might lead to conflicts, and rather raised mainly different, positive points for comments, but seldom criticizing the government. Also, he expressed his regret that during the elections in 2008, there was serious incidents related to the media: the murder of Mr. Khim Sambo, a journalist of Moneaksekar Khmer, and the arrest and detention of Mr. Dam Sith, the editor-in-chief of Moneaksekar Khmer. He said that whether one agrees or not, such cases somewhat frighten other journalists and they think a lot before they write.
“Mr. Kol Panha asked to include also the Equity Program [produced by the UNDP] into programs related to the National Election Committee [NEC]. Laws should be created to punish any media that have committed wrongdoings, but there should not be prison term punishments.

“Phnom Penh: According to a royal family member who used to be a politician, the some royal family members plan to form a new party after the creation of the new term Royal Government.
“Prince Sisowath Thomico, an advisor to the Great Heroic King Norodom Sihanouk, informed Rasmei Kampuchea in the evening of 8 September 2008 whether it is true or not that some members of the royal family plan to form a new party – but he has already discussed it, seeing that in the next term government, the monarchy will loose its voice completely, because he is not sure who are real monarchists at present – whether, in Funcinpec, Mr. Nhek Bun Chhay [the Funcinpec secretary general] or Mr. You Hockry [the secretary general of the Norodom Ranariddh Party] are real monarchist; therefore he is concerned about the loss of the monarchists’ voice.
“Prince Sisowath Thomico added, ‘I have emphasized that the creation of a new party should wait until a new Royal Government is formed, because the Cambodian People’s Party had declared to follow the Sangkum Reastr Niyum regime as a general direction; this is theerefore the time that the monarchists who love the King, and the Great Heroic King, and the monarchy, unite to help the Royal Government to follow the track [of the Sangkum Reastr Niyum tradition]. But we cannot assume that they will follow that track. Therefore, if they do not follow that track, we should find ways so that the monarchists express their voice, to remind the Cambodian People’s Party of their promise, and to remember the track that the Sangkum Reastr Niyum walked; the creation of a new political parity may be a measure that might lead to other related measures.’
“Prince Sisowath Thomico said that the present considerations about the creation of a party are just to serve as a brief discussion, and there is not yet any clear policy. Asked who would be the leader if the members of the royal family would create another party, Prince Thomico responded that that was a difficult question, because if the National Assembly adopts a new law to prohibit members of the royal family to enter politics, they themselves would not be able to enter politics. However, if the National Assembly does not adopt such a law, many members of the royal family want him – Prince Thomico – to be the president.
“Mr. Kol Panha, the executive director of the Committee for Free and Fair Elections – COMFREL – renarked to Rasmei Kampuchea that the creation of a party by members of the royal family is their right, but the royal family should not create too many different parties, because unity among parties will make them strong, and if too many parities are formed, the royal family parties will not be strong.
“Mr. Kol Panha continued that at the present time, there are many people with the right to vote, and the youth of the new generation does not know much about the line of the royal family. Therefore a party created by royal family members might be weaker than other parties which were created earlier. Mr. Kol Panha said also that if a party, that is planed by the royal family, is really formed, the monarchy and politics would be strengthened.
“Regarding the creation of a new party by the royal family, a credible source hinted that the logo of that party would be the ‘Throne’ and its motto ‘The King and the tenfold qualifications of the King [charity, morality, sacrifice, honesty, softness, austerity, calmness, peacefulness, patience, respect for the law] and sovereignty.’
“This source went on to say that a party to be created by members of the royal family does not yet have a name, but a small number of people from the Cambodian People’s Party, some activists from Funcinpec, from the Norodom Ranariddh Party, and from the Sam Rainsy Party who were former Funcinpec activists, will join.
“It should be remembered that previously, Funcinpec was considered to be the royalist party, a party led by members of the royal family and created by the [former King, the] Great Heroic King Norodom Sihanouk, and then the Great Heroic King had handed it to his beloved son, Prince Norodom Ranariddh. Funcinpec, a product of the former Great Heroic King, was strongly supported during the first term elections in 1993. Nevertheless, later on, under the rule by Prince Norodom Ranariddh, Funcinpec had become weaker and weaker until now, when it finally split and almost disappeareds. “Phnom Penh: A Cambodian official urged Thai politicians and historians not to twist the facts about the history of the Preah Vihear Temple, which is being proposed to be officially listed as a World Heritage Site.
“In an interview with a Thai reporter from the Public Broadcasting Service TV [PBS] on the morning of 2 July 2008, Mr. Ho Vandy, the president of the Cambodian Association of Travel Agents, said that the Thai government must listen to the majority voices, but not to minority voices opposed to the listing of the Preah Vihear Temple as a World Heritage Site; and Thai politicians and historians must accept the truth, but not to twist the history, because it is important to maintain the relations and the cooperation between both countries.
“He added, ‘If Thai politicians and historians do not accept the facts, it will break the relations between both countries. When talking honestly with one another and acknowledging the facts of history, being a good neighbors and having good human relations will be of benefit to everything – both in tourism and in the economy of the two countries.’ He continued, ‘If Thailand has a good, human mind by accepting the facts, both countries and people will be peaceful.’
“He went on to say, ‘If Thailand still tries to hide the real history and to twist it, there will be endless difficulties and disagreements for the next generation.’
“The Preah Vihear Temple was legally declared by the International Court of Justice in The Hague to be under the sovereignty of Cambodia on 15 June 1962, by ordering Thailand to deliver the Preah Vihear Temple to Cambodia, to withdraw its troops and people from the temple, and to give back to Cambodia all ancient artifacts taken from the temple.
“Mr. Ho Vandy asserted that the Preah Vihear Temple was already identified by the International Court of Justice in The Hague as belonging to Cambodia, based on its history. If Thailand helps to promote the temple to be listed as a World Heritage Site, there will be much benefit for both countries in developing tourism, because when the temple is listed, people around the world will be interested in visiting this temple, and they will spend money for Cambodians and for Thais living in the bordering provinces near Preah Vihear.
“Dr. Ros Chantraboth, a historian and vice-president of the Royal Academy of Cambodia, said that in Siem [Thailand], in text books from Grade 1 to Grade 9, there are only two sentences which speak about Cambodia, but those books speak a lot about the history and other things of Laos, of Burma, of Vietnam, and of Malaysia. He continued, ‘Siem seems to pretend that there was no presence of Cambodia in Indochina.’
“He added that this misunderstanding is because of Siem articles writing that the Preah Vihear Temple belongs to its country and it is because of the lack of Siam publication about the reality of the history, and Siamese researchers always think that “this temple belongs to Siem.”
“He went on to say that in Samut Prakan Province, southeast of Bangkok, the Siem government built a park named ‘Thai ancient monuments’ or ‘Muang Boran Thai’ where all temples existing in Thailand are built in copies, including the Preah Vihear Temple, for Siamese and for researchers [and tourists] to visit.
[Actually, doing some Internet research in Thai and in English, only the term ‘เมืองโบราณ – Muang Boran’ – could be seen an all sites I found (I may have missed some, though); none uses the term ‘เมืองโบราณไทย’ – ‘Thai Ancient City.’ This Ancient City is often considered to be the world’s biggest outdoor museum, covering about 80 hectares/320 acres of land in a shape similar to the country of Thailand, with more than 100 original size or scaled down models of historical monuments. It was designed and funded my the private funds of a rich Thai businessman, Lek Viriyapan (1914 – 2000). Before the Ancient City could be built, its founder and his research team traveled to all buildings to be included, and for many years these studies were published in the Muang Boran Journal. The park includes also a replica of the Preah Vihear temple, and the journal has photos, several of them showing the Cambodian flag, and the inscription over the entrance in big Khmer letters: ‘ប្រាសាទព្រះវិហារ’ [Prasat Preah Vihear] and below, in smaller letters in English, ‘Preah Vihear Temple’ – and three Cambodian flags are clearly seen on the picture of the stairs leading up to the temple – there is no doubt that the Ancient City in clear pictures describes Preah Vihear as under Cambodian authority. The temple of Phimai in the province of Nakhon Ratchasima is another example of Khmer culture (and in some of the sites visited also described as such). The ‘Ancient City’ is in no way leaving any doubt that this is Cambodian culture and territory, but, like Phimai, there are many other historical sites in present Thailand, showing the former extension of Khmer culture. – Editor]
“Dr. Ros Chantraboth asserted, ‘The Ancient City was constructed in 1972, ten years after Siem lost the hearing at the International Court of Justice in The Hague that legally established that the Preah Vihear Temple was to be under Khmer sovereignty. He added, ‘In reality, Siem has never used this to explain it to its people.’
“He recalled that the International Court of Justice in The Hague decided to deliver the sovereignty of the Preah Vihear Temple to Cambodia, based on 1904 and 1907 maps that were drawn by France for Cambodia at that time, and those maps were not contested by the Thai government at that period. The 1962 verdict gave ten years to Siem to appeal, in case it found new evidence proving that the Preah Vihear Temple belongs to Thailand, but when the deadline was over on 15 June 1972, Thailand did not appeal against the verdict until today.
“According to Article 10 of the condition of the World Heritage Committee, world heritage listings only include cultural heritage, they do not include borders of countries; and both countries have still to negotiate about the [unsolved] border issues.” Rasmei Kampuchea, Vol.16, #4631, 3.7.2008
