Tuesday, 8.5.2007: UNDP: Cambodia Has to Build Capacity to Benefit from Oil

“Phnom Penh: Ms. Anne-Isabelle Degryse-Blateau, the UNDP Deputy Resident Representative in Cambodia, spoke to government politicians, who attended a training session on capacity building towards making decision on capital spending last weekend, about the situation when Cambodia will get much income from oil and natural gas. If Cambodia does not have a strong internal capacity to evaluate the expenditure on projects, Cambodia will face the risk that one part of the income from oil and gas may be invested in a variety of projects which may provide positive income, and another part which may only provide half of the possible benefits to the national economy and to the Cambodian people.

“She said that it is unfortunate that countries which have many rich natural resources face bad problems like this. Income from natural resources may be invested in a variety of projects that benefit the people only very little. Some countries have suffered such losses, damage, or instability, after getting much income from natural resources.

“Ms. Anne-Isabelle continued that although at present, the specific amount of income from oil and natural gas in Cambodia is not yet known, it is not too early to start capacity building and building of management systems for the management of such expected income.

“She added that the Royal Government of Cambodia is conducting many reforms, including a reform of its financial management. The implementation of this reform process may provide a firm foundation to guarantee the best results for the use of the income from natural resources in the future.

“According to the documents received from the workshop last week, it is assessed that the income from oil and natural gas of Cambodia is approximately US$1.7 billion [no time period stated] starting from 2010.

“Ms. Anne-Isabelle said that the most effective method for Cambodia to reduce the risk of the ‘Dutch Disease‘ to a minimum and to increase development, the social economy, and investment to a maximum, is if the bigger part of the future income from oil and natural gas it will go to the rural sector, especially also towards human resources development by extending basic education, health, and water sanitation, as well as electrification, rural roads, and irrigation systems.” Rasmei Kampuchea, Vol.15, #4278, 8.5.2007
