Apologies for the delays, which may continue into the coming week, as I am attending the UN Internet Governance Forum meetings in Sharm el Sheikh/Egypt with a busy schedule, in a different time zone. I try to be timely as much as possible.

Norbert Klein

“Stung Treng: The Prime Minister of the Kingdom of Cambodia, Samdech Akkak Moha Senapadei Dekchor Hun Sen, said that China becomes the country that has constructed the most roads in Cambodia, sections of road of more than 1,500 km, which had been constructed, are being constructed, or are planned to be constructed. Moreover, China has provided loans to construct bridges with a total length of 3,014 meters, for which in total more than US$800 million have been offered for road construction and more than US$100 million for building bridges. Besides, there are hydro-electric projects in some provinces with 700 megawatt power, costing approx. US$1.7 billion.

“Samdech Dekchor said so during the launching of a construction site on National Road 78 in the morning of 12 November 2009: ‘The site to construct and to restore National Road 78, starting at 121 km from Ou Pong Moan in Stung Treng, to Ban Lung in Ratanakiri, is to be covered by red gravel, 6 meter wide; it was started with a loan from the People’s Republic of China, also with 5% contributed by the Royal Government.

“The Minister of Public Works and Transport, Mr. Tram Iv Tek, stated that the construction of this road will take 40 months, the width will be broadened to 11 meters, it will be paved according to the Double Bituminous Surface Treatment, following the 3rd standard of China, with 13 bridges of together 903 meters, and 126 culverts. It will cost US$73.3 million, to be paid by a loan provided by the People’s Republic of China, together with a 5% share from the Royal Government of Cambodia. But this amount does not cover expense for taxes, the state’s burden importing materials and other means for the construction, and for clearing mines and unexploded ordnance along the road.

“The National Road 78 branches off from the National Road 7 in Ou Pong Moan in Stung Treng, leading to Ou Ya Dav at the Cambodian-Vietnamese border. But a another portion of National Road 78 from Ban Lung to Ou Ya Dav is being constructed with a loan from Vietnam, and has already been finished 90%.

“Samdech Dekchor Hun Sen said that National Road 78 has the characteristic of serving for both internal and regional integration. This road contributes to provide advantages for integration in the country as well as connecting to economic centers in Stung Treng and Ratanakiri, in order to encourage economic and social development in Cambodia, to reduce the gap between the urban and the rural areas. It also helps to promote the livelihood of citizens in the Northeast through facilitating transport, commerce, the exchange of agricultural products, and industry, and to encourage cooperation and development in the triangle zone of Cambodia, Laos, and Vietnam, through the Ou Ya Dav boarder crossing in Ratanakiri and through the connection of National Road 7, which is the Asian Road 11, from Vientiane in Laos to the Sihanoukville International Port. In addition, National Road 78 serves nature tourism, because the Northeast is a green area, rich in beautiful big lakes, waterfalls, mountains, and forest. It is also rich in many types of mineral resources and fertile soil that is favorable for agro-industrial crops, where rubber trees are prioritized.

“On behalf of the Royal Government and the Cambodia people, Prime Minister Samdech Dekchor expressed great gratitude towards the Chinese people and the Chinese government for assisting and supporting Cambodia. Prime Minister Samdech Hun Sen added that among the 11 road construction projects of more than 1,200 km that will be subsequently opened in 2010, including the roads that the government builds by its own resources, as many as 7 projects are implemented with Chinese loans.

“Prime Minister Samdech Hun Sen encouraged the Shanghai Construction Company and the Kwang Ju Vanan [? - phonetic] technical monitoring consultancy to take good care of the implementation to construct the crucial National Road 78, so that is has the quality compatible with the technical standards, and so that it is finished as planned or before the deadline.” Rasmei Kampuchea, Vol.17, #5046, 13.11.2009

“Phnom Penh: The first Cambodian-Indian commercial and investment exhibition in Phnom Penh is being organized with the participation of 20 Indian companies.

“The Minister of Commerce, Senior Minister Cham Prasidh, stated during the launching of the exhibition on 11 November 2009 that it is the first time that both countries organize an exhibition to help investors and businesspeople from both countries to understand each other better.

“He said, ‘This is the greatest opportunity for Indian investors and businesspeople to seek investment opportunities and markets in Cambodia.’

“According to Mr. Cham Prasidh, the trade between Cambodia and India amounts to about US$56.32 million, where Indian imports of products from Cambodia is only US$2.87 million, while the exports of India to Cambodia are US$56.32 million.

“Based on these figures, Mr. Cham Prasidh said that the amount of this commercial relation is still low, and he encouraged both countries to try to study further market exchange possibilities, in order to strengthen and improve the commercial ties.

“The Indian Ambassador to Cambodia said that Indian investors from 21 companies attend this exhibition. Most companies are companies from the fields of information technology, medicine, industry and mines, machinery, agriculture, engineering, and infrastructure.

“He added that this exhibition will be held for two days from 11 to 12 November 2009.

“By now, the products Cambodia imports from India are agricultural products, medicines, and some raw chemicals, and Cambodia exports also some raw materials.” Rasmei Kampuchea, Vol.17, #5045, 12.11.2009

The Mirror, Vol. 13, No. 638

“Phnom Penh: A Source from the Thai News Agency (TNA) said on Tuesday that the Thai parliament decided to cancel a Cambodian-Thai memorandum of understanding, but senior officials of the Royal Government of Cambodia consider this as only a dream of people who do not know the law.

“According to a report from TNA published on Tuesday, 10 November 2009, the [Thai] parliament decided to terminate a Memorandum of Understanding between the Kingdom of Cambodia and the Kingdom of Thailand, signed in 2001. This decision was made after the Kingdom of Cambodia recently decided [by Prime Minister Hun Sen and a Royal decree] to appoint the former Thai prime minister, Mr. Thaksin Shinawatra, as an economic adviser of the Royal Government and of Prime Minister Samdech Hun Sen.

“TNA said that the Thai parliament decided to officially cancel the Memorandum of Understanding signed by Thai former Minister of Foreign Affairs, Mr. Surakiart Sathirathai, and the Minister of the Council of Ministers, Deputy Prime Minister Sok An, on 14 June 2001, though there has be no improvement at all within the eight years since it became valid.

“The head of the National Border Committee, Senior Minister Va Kimhong, spoke during a press conference held in the morning of 10 November 2009 at the Council of Ministers, where he said that the Memorandum of Understanding was agreed upon between the Royal Governments of the Kingdom of Thailand and the Kingdom of Cambodia about the overlapping zones at the seabed of the two countries in 2001. He added that the aims of this 2001 Memorandum of Understanding are:

To seek an agreement for a treaty about overlapping zones; and

To explicitly demarcate the sea border between Cambodia and Thailand.

“The Senior Minister explained the cause how these overlapping emerged, saying that because Cambodia drew a line in 1972, while Thailand also designated its seabed in 1973, so this overlapping zones emerged. The government had sought to negotiate since 1970 and 1971 to find a solution at the region of the later overlapping zones. He went on to say, ‘In fact, we again started negotiations since 1995 with a Deputy Prime Minister as the head of the negotiations at that time, during the first term of the Royal Government, but the talks failed, and only in 1999, 2000, and 2001, there came a situation to sign that Memorandum of Understanding. Its major goal was to agree to develop those overlapping zones, as well as to clearly demarcate the sea border.’

“A Source from [the Thai well known newspaper] The Nation said that recently, yellow shirt demonstrators [supporters of the current Thai government] of the Thai People’s Alliance for Democracy had submitted 11 documents, detailing the agreement between the Kingdoms of Cambodia and of Thailand, asking their Royal Government to check, and to cancel the Memorandum of Understanding. On Tuesday, the parliament of the Kingdom of Thailand decided to send this request to cancel this Memorandum of Understanding into the parliament for discussion and approval.

“Responding to questions of journalists about the intention to cancel the Memorandum of Understanding between the Kingdoms of Cambodia and of Thailand, Senior Minister Va Kimhong said that this canceling is only a dream of a group of people who do not know the law, and if Thailand had people with knowledge about the law, it would have been impossible to decide as they did.” Kampuchea Thmey, Vol.8, #2095, 11.11.2009

The Mirror, Vol. 13, No. 638

“Phnom Penh: According to a circular of the Royal Government, the government decided to cut the salaries of all newly and continually appointed advisers who earn high salaries, advisers to high ranking officials, to receive only the normal amount in order to save state resources.

“The circular signed by the Prime Minister, Samdech Dekchor Hun Sen, on 27 October 2009, said that the Royal Government instructed all ministries and institutions to reorganize salaries for all advisers who have been offered equivalent positions, starting from under secretary of state upwards, to earn only the normal salaries of their current main positions.

“In the circular, the government noticed that previously, the Royal Government has nominated some officials as personal advisors of Prime Minister Samdech Dekchor Hun Sen, of deputy prime ministers, or of the Royal Government of Cambodia… by providing them with equivalent positions besides their current positions, and those officials situations are administered so that they earn salaries through their new, additional positions an additional higher amount than they continue to get already in their current positions. The circular added that the current economy, which is encountering difficulties due to the impact from the global economic crisis, requires the government to take measure to save state resources, and therefore, it is necessary to cut the salaries of those advisers, so that all receive normal salaries.

“According to an informed source, there are at least 30 to 40 officials continually appointed as advisers of high ranking officials at each ministry. Some have only a position as head of an office, or deputy head of a department, or as head of a department, but they have also been nominated as advisors with positions equivalent to an under-secretary of state, or as secretary of state. Some ministers even hold also positions as senior ministers. Through such appointments, those officials receive also salaries from those new, additional positions, for example: an under-secretary of state receives a salary of about Riel 1.04 million [approx. US$260], and a minister Riel 1.5 million [approx. US$375]. Now, the Royal Government changes this so as to save state resources.” Rasmei Kampuchea, Vol.17, #5042-5043, 8-10.11.2009

The Mirror, Vol. 13, No. 638

National holidays are not all the same. We are just behind the Water Festival which brings big crowds from the provinces to the capital city for several days. This year, 391 boats had been registered to participate in the boat racing, and 6,500 police were prepared to keep things organized and safe.

And there were special health concerns – more than in other years, because of the danger of A/H1N1 virus infections, and the Communicable Disease Control Department of Ministry of Health had prepared 500,000 leaflets with information and advice how to protect oneself from this disease – “covering up cough and wash hands among others” – as well as, as every year, from HIV/AIDS, for which the Population Service International’s 1,000 volunteers were to distribute 250,000 condoms during the three days of the Water Festival.

A big, traditional event where up to a million people from all provinces participate.

Quite different: Independence Day. Everybody knows the Independence Monument, the landmark at the crossing or the Norodom and the Sihanouk Boulevards. But Independence Day? Talking to people, one gets the understandable impression that this is an “official” holiday for people in public office and politics, but as for real life, it is something from the distant past.

“Cambodian Independence day today? That is just another holiday. Not bad.”

But it is interesting that Cambodians abroad also celebrate it – like the Cambodian community in Lowell in the USA, and a group of Cambodian students in Japan:

“Gathering the Cambodian community at our university for an Independence Day Celebration! Cheers to all Cambodians! Cheers for the independence of Cambodia from French colonization!”

Distance changes the perspective with which one sees things, and even fosters closeness.

We close with the text from a foreign newspaper – the Manila Bulletin from the Philippines – sending not only formal congratulations for the day, but being interested in and recapitulating Cambodian relations in a friendly way:

Kingdom of Cambodia National Day

The Kingdom of Cambodia celebrates its National Day on 9 November, Monday. On this day in 1953, King Norodom Sihanouk declared the country’s independence from French colonial rule.

Diplomatic relations between the Philippines and Cambodia were formally established in 1957.

Although our relations were affected by the Khmer rouge regime in 1975, the Philippines and Cambodia have maintained cordial ties since the resumption of diplomatic relations in 1995 and the reopening of the Cambodian Embassy in Manila in 1999. The two countries have concluded agreements on economic and trade relations, agricultural and agribusiness collaboration, and tourism cooperation.

Cambodia is a member of the United Nations, the World Bank, the International Monetary Fund, the Asian Development Bank (ADB), and the Association of Southeast Asian Nations (ASEAN). It joined the World Trade Organization (WTO) in 2004 and attended the inaugural East Asia Summit in 2005.

Cambodia has established diplomatic relations with numerous countries, including the United States, Australia, Canada, China, the European Union, Japan, and Russia. As a result of its international relations, various charitable organizations have assisted with both social and civil infrastructure needs.

We congratulate the people and government of the Kingdom of Cambodia headed by His Majesty, King Norodom Sihamoni, and H. E. Prime Minister Samdech Hun Sen, and its Embassy in the Philippines led by Ambassador In May, on the occasion of their National Day.

The Mirror, Vol. 13, No. 637

Returning to Cambodia, on the way to the airport in Bangkok on 6.11.2009, the driver of the taxi I took – as soon as he knew that I was going to Cambodia – spoke almost the whole way about his surprise and anger that the former Thai prime minister, who was convicted to go to prison for being implicated in big, illegally land dealings in the Ratchadapisek area of Bangkok, and who lied to the court when he left the country on bail “for some days only” but never came back, is now invited by the Cambodian Prime Minister to come to Cambodia as adviser to the government. “Are there no laws against corruption in Cambodia?” – Surely, another taxi driver might have had a different evaluation; but it was an impressive outburst of firm convictions.

In the meantime, various voices have called for moderation.

The ASEAN Secretary General is quoted to have written: “We in ASEAN cannot afford to be seen as being so seriously divided prior to the upcoming APEC Economic Leaders Meeting and the historic ASEAN-US Leaders Meeting in Singapore this month,” in a letter to the foreign ministers of the region.

Also, the Chinese People’s Daily Online reported the concerns made public by the Ministry of Foreign Affairs of Singapore, that the recent dispute between Thailand and Cambodia is not good for the Association of Southeast Asian Nations (ASEAN). “It is not good for ASEAN. We hope that both our friends will keep the larger interest of ASEAN in mind and find a way to resolve their differences quickly in a spirit of good neighborliness.”

The Japanese Prime Minister Hatoyama Yukio said Japan was ‘concerned’ about the recent tensions between Cambodia and Thailand because Phnom Penh had offered a position to a fugitive Thai citizen. “I am concerned about the recent situation,” Mr. Hatoyama told Prime Minister Hun Sen, according to a Japanese official of the Ministry of Foreign Affairs.

Cambodian official voices have rejected the opinion, expressed widely in Thai media, that the appointment of Mr. Thaksin Shinawatra is an intervention into the internal affairs of Thailand and an insult to the legal system of Thailand, stressing that Cambodia is a sovereign state and does not have to ask for the permission of another country when inviting and appointing a foreign national.

The Thai Deputy Prime Minister Suthep Thaugsuban agreed – partially – saying: “It’s Cambodia’s internal affair. But if we have evidence that Thaksin is in Cambodia, we will surely ask the Cambodian government to extradite him,” according to the extradition agreement between the two countries.

In the meantime, it had been reported that Mr. Thaksin, who used to live in Dubai in self-selected exile, has been flying, in his private jet, with a diplomatic passport of Nicaragua, to different countries in the Pacific, in search of the possibility to set up his presence in a country that does not have an extradition treaty with Thailand; he is reported to have been in Fiji, Papua New Guinea, Tonga, and Vanuatu. It was also reported that he narrowly avoided arrest during a stopover in Malaysia.

While the Cambodian Prime Minister invited the former Thai Prime Minister as his “eternal friend” and does not recognize the convictions for corruption pronounced by Thai courts, and therefore will reject to live up to the clauses of the bilateral extradition treaty, legal complications have been recognized by other countries, since Mr. Thaksin Shinawatra is recognized as a fugitive by the International Criminal Police Organization (Interpol), with an Interpol “red notice,” which, in a number of countries, serves as a legal basis for arrest. Cambodia is a proud member of Interpol already since 1956, shortly after the 1953 independence from France, and there have been several cases of international Interpol actions, with Cambodian cooperation, also in 2009.

The future is unclear. While writing these lines, the two following reports from the Japanese news agency Kyodo came in:

Thai premier urges Hun Sen to behave as ‘good neighbor’

Thai Prime Minister Abhisit Vejjajiva urged Cambodian Prime Minister Hun Sen on Sunday to behave like a ”good neighbor” and reconsider his appointment of ousted Thai Prime Minister Thaksin Shinawatra as economic adviser

Thaksin to give economics lecture in Phnom Penh on Thursday

Cambodian Prime Minister Hun Sen said Sunday that ousted Thai Prime Minister Thaksin Shinawatra will visit Cambodia to give a lecture on economic matters in Phnom Penh on Thursday

The Mirror, Vol. 13, No. 637

“The Appeals Court of Cambodia has delayed a hearing on former national military police officer Chea Ratha over the crime of an acid attack on Ms. Ya Sok Nim, the aunt of Ms. In Soklida, who had a lesbian relationship with Chea Ratha.

“The second delay was made again without giving a clear reason, like it was also with the first delay on 22 October 2009.

“Ms. Ya Sok Nim and her husband had written a letter to the Court of Appeals requesting it to reject the decision of the Phnom Penh Municipal Court to release seven suspects that were identified by police as responsible for the acid attack.

“In the judgment, which had been openly criticized by police, a judge of the Phnom Penh Municipal Court, Mr. Din Sivuthy, ruled on 31 August 2009 to release Ms. Chea Ratha and six accomplices allegedly involved in the acid attack against Ms. Ya Sok Nim on 8 May 2008.

“Though there had been a strong challenge from Ms. Ya Sok Nim’s lawyer, the judge Sivuthy mentioned the lack of evidence as the basis for his decision, which was a surprise.

“After the court had pronounced this judgment, Ms. Ya Sok Nim and her relatives held a press conference, during which they re-played a recorded phone conversation, and in this conversation, a woman, identified as Ms. Chea Ratha, was threatening to use serious violence against Ms. Ya Sok Nim and her family. Some days later, she was attacked with acid.

“The Municipal Court has conducted hearings already twice where it finally decided to lift the accusation on two cases of acid attack from Ms. Chea Ratha. Seemingly, because of dollar power and probably a powerful person, the Court of Appeals delayed its hearings twice already.

“Ms. Ya Sok Nim’s letter, published by local newspapers on 25 September 2009, asked the Prosecutor General of the Court of Appeals to find justice for her. Mr. Uong Vibol and Ms. Ya Sok Nim wrote, ‘Your Excellency, to find justice for the victim… I and my wife, who suffers from the cruel activity of criminals… please help to order the prosecutor of the Phnom Penh Municipal Court to accept an appeal against the judgment by a group of judges led by Mr. Din Sivuthy who has lifted the accusations.’

“The crime of this acid attack on Ms. Ya Sok Nim is similar to other cases which happened previously in Cambodia.

“The victim and her family, members of civil society, and observers of the cruel acid attack against Ms. Ya Sok Nim are waiting to see whether the Appeals Court rejects the decision of the Phnom Penh Municipal Court or keeps this unjust judgment valid in the next hearing.

“The decision by a judge of the Phnom Penh Municipal Court caused the Ministry of Interior and the Ministry of Justice to establish a special committee, to review the courts’ work. The creation of this special committee had triggered criticism from people from professions of law and from civil society officials, saying that the government interferes in the institution of the courts.

“However, the Minister of Interior, Deputy Prime Minister Sar Kheng, wrote to explain to Prime Minister Hun Sen that this new committee just reviews the courts’ work, where there had been frequent information about irregularities by releasing perpetrators.

“Police officials of the Ministry of Interior had complained that the police had tried very hard to arrest perpetrators, but the courts released them. Therefore they wait to see whether Ms. Chea Ratha does have the same fate like Ms. Khuon Sophal or not, the former wife of a high ranking official at the Council of Ministers.

“The life and the appearance of the actress Tat Marina [who suffered also an acid attack] were saved by American doctors. But she and her family had decided to flee from the country in order to wait there for justice to be achieved by the Khmer authorities. They wait to see when the authorities will prosecute Ms. Khuon Sophal and her accomplices.” Khmer Machas Srok, Vol.3, #524, 7.11.2009

The Mirror, Vol. 13, No. 637

“Immediately after the Cambodian government appointed Mr. Thaksin Shinawatra as Samdech Dekchor Hun Sen’s and the government’s adviser, Bangkok was angry and summoned its ambassador back to Thailand as a so-called diplomatic retaliation. The Thai ambassador left Cambodia in the night of 5 November 2009. In response, the Minister of the Council of Ministers, Deputy Prime Minister Sok An, summoned the Cambodian ambassador to return to Phnom Penh. He considers that this is a normal reciprocity measure between government and government. Regarding this diplomatic dispute, there has not been any new report about border tensions between the two countries.

“Relating to Thailand recalling its ambassador, Mr. Sok An said that this is not the cutting off of diplomatic ties. When Thailand sends its ambassador to Cambodia again, we will send our ambassador to Thailand. He explained that there is no problem in the relations between both countries’ citizens and in commerce.

“He noted that Thailand did so, following a demand from the yellow-shirt group [of government supporters].

“He explained also that it is an internal affairs of Cambodia to nominate Thaksin Shinawatra, and Cambodia had appointed foreigners as advisers before, for example the current president of South Korea. He had also been an adviser of Samdech Dekchor.

“He criticized that Thailand has hurt Cambodia by sending troops to invade the Preah Vihear border areas in Cambodian territory. The second point is that when Cambodia proposed to list the Preah Vihear Temple as a world heritage site, Thailand had sent partisans to disturb it.

“Contrastingly, [Thai] Deputy Prime Minister Sutheb Thaugsuban asked, ‘What would Cambodia think if Thailand nominated [the opposition party president] Mr. Sam Rainsy as adviser?’ Mr. Sok An answered, ‘Cambodia would welcome such a nomination, because Cambodia has a citizen appointed by foreign country. Therefore, Thai people should be happy as one of their citizens is named adviser.’

“The decision of the Bangkok government to summon their diplomatic official like this, pushed the diplomatic ties between both countries to fall to a terrible level, threatening even political, economic, and cultural relation between both countries, as well as the solidarity in ASEAN.

“Prime Minister Abhisit Vijjajiva said that Thailand summoned their ambassador back to Bangkok as a sign of first diplomatic retaliation toward Cambodia for appointing Thaksin Shinawara as adviser, and for rejecting to extradite him. He said that Thailand wants Cambodia to know the dissatisfaction of the Thai people.

“Immigration officials at the Phnom Penh International Airport said that the Thai ambassador boarded the plane at around 9:00 p.m. to travel back to Bangkok.

“Political analysts said that the decision of the Bangkok government will make ASEAN to be viewed as a quite fractioned institution, making the initative to establish the ASEAN community by 2015 to be in hazard, and it is necessary that there is a regional mechanism to restore the situation.

Cambodian Troops Are Prepared to Defend the Country from an Invasion

“At the border, the commander of special Intervention Unit 3, Mr. Srey Dek, said that the Cambodian troops are always on alert. He added, ‘If they dare to enter only half a millimeter, we will attack (open fire) immediately. But he said that so far, there is nothing abnormal.

“The Banteay Meanchey governor, Mr. Ung Oeung, said that the border situation remains normal. But there might be some psychological war coming relating to border closings. But there is nothing visible yet.

Thaksin Is Happy while Abhisit Is Pale

“The Thai former prime minister, Mr. Thaksin Shinawatra, said on Thursday that he accepted the position as economic adviser of the Royal Government of Cambodia, and he expressed appreciation toward Prime Minister Hun Sen for offering this honorable position. He said on his website, ‘I can refresh my brain while I am not yet able to serve the Thai people. I will ask for the permission from Thai people to provide economic advice to the Cambodian government, based on the appointment by King Sihamoni, until I can go back to my country. In fact, I have already become adviser of a government. I accept this position in order to keep my brain to remain fresh, otherwise it would become lame if I don’t keep it up to obtain new ideas and new developments. I want to work with the Thai people, but I cannot. The Thai government does not even allow me to carry a Thai passport.’

“Mr. Thaksin Shinawatra added, ‘Our neighbor is not an enemy. We must be close to each other forever. It is good that we are friends.’

“In the mean time, a legal adviser of Mr. Thaksin, [the former minister of foreign affairs who resigned after the high court found he had violated the Thai constitution] Mr. Noppadon Pattama, spoke to the former prime minister, regarding the issue that Thaksin Shinawatra feels that he has received a great honor, and he will provide advice on how to solve Cambodia’s economic problems and overcome poverty.

“Mr. Noppadon Pattama added that it is not necessary that Mr. Thaksin comes to live in Cambodia, because he can give advice through the telephone or the Internet. He said, ‘Thaksin Shinawatra has no plan to go to Cambodia at this time. Therefore, the government needs not worry or feel afraid, because it is not a political affair or seeking asylum. Mr. Hun Sen decided to appoint Thaksin, because he sees his value and ability.’

“Nevertheless, Thailand does not understand it as Mr. Noppadon does. On 5 November 2009, Thailand summoned their ambassador back to their country immediately as a move of disapproval of Cambodia for offering a position to Thaksin.

“The Thai Prime Minister Abhisit Vijjajiva said to journalist, ‘We have summoned our ambassador as the first diplomatic retaliation toward the Cambodian government so as to let the Thai people’s dissatisfaction known. The announcement of the Cambodian governments disrespects the legal system, and does influence the feeling of the Thai public.

“Abhisit said also that [Thai] aid for Cambodia will be suspended also, but the border between both countries are still open, and the relations between the people will not be affected.” Rasmei Kampuchea, Vol.17, #5040, 6.11.2009

The Mirror, Vol. 13, No. 637

“At the Hotel Cambodiana there was a press conference organized by the National Audit Authority on 30 October 2009, to present an audit report about the management of public finances, which had been checked from 2002 to 2009. But the report was only for 2006.

“The general auditor, Mr. Ut Chhon, stated in the conference that this report only s negatives, but he did not respond in detail to questions of journalists like: ‘According to the audit results, how much money was lost by corruption each year?’

“During the conference, which lasted for several hours to share information through the report presented, there were four main points, which included 12 important items about resource management and the audit results included. Those important points are the same mentioned also in a book of 100 points in a report written by the Sam Rainsy Party in 2003.

“The report speaks about tax on unused land, which is in line with the policy of the Sam Rainsy Party. As a result of the audit it was found that there were many cases where tax was not paid for unused land, while several companies received concession land from the government of more than one million hectares, where the state has not set appropriate costs for leasing this land.

“The report speaks about this point, stressing that the Ministry of Agriculture, on behalf of the whole government, had signed agreements with more than 70 companies from 1992 to 2006, to provide more than one million hectares of concession land for development, and most agreements were made, deciding that the Ministry of Agriculture and the Ministry of Economy and Finance are responsible for assessing and for setting the costs for leasing of the land. But by 2007, the assessment and setting of costs for leasing this concession land was not fully implemented in accordance with the above decision. The Ministry of Economy and Finance agreed with the audit report on this point.

“The National Audit Authority, established in 2000 ,started to work in 2002, and has worked by now for seven years. But this institution has only just now released a report, and the opinions was expressed that it was released to satisfy what donors want. Anyway, the auditor general, Mr. Ut Chhon, told journalists that the release of the report is done based on the will of the government, not because of pressure from any other country.

“Mr. Ut Chhon added that the audit of the working team had discovered some problems, like at some tax institutions, collecting taxes at the border, and monitoring and assessing the tax to be demanded for goods loaded in containers by some companies – this was difficult, and the assessment of tax collection covers only about 25%.

“He spoke also about the management of state property, and about the licensing of ownership of state property, where many of such cases occur in cities and provinces countrywide.

“According to the report consisting of more than 500 cases, it is said that corruption led to the loss of much state resources.

“When asked whether the general auditor can assess how much tax was lost every year, Mr. Ut Chhon said that he cannot say anything, and that every country is the same. But he added that only England made the amount of the lost money publicly known.

“At the end of the conference, Mr. Ut Chhon said that he expects that the release of this report will promote better relation between the public and the National Audit Authority, in order to ease the work of his institution in the future.

“However, what the national and the international public want is to know the amount of money missed because of corruption, and they want to see that the results of the audit explicitly identify negative points, especially about the loss of national resources.

“Recently, the US Ambassador in Phnom Penh, Ms. Carol Rodley, said that corruption in Cambodia amounts to a loss of state resource of about US$500 million each year. This speech had invited strong reactions from government officials.

“Analysts said that the National Audit Authority released the report just to satisfy donors.” Khmer Machas Srok, Vol.3, #521-522, 31-5.10-11.2009

The Mirror, Vol. 13, No. 636

Since the establishment of diplomatic relations in 1997, more and more links between Cambodia and South Korea have developed – not receiving much general attention, but quite real. Over the last five years, tourists from Korea have topped the list of foreign visitors. And there are about 4,000 Koreans living in Cambodia.

But there is also a growing presence in the opposite direction: there are 8,400 Cambodians living in Korea, among them 2,900 Cambodian women married with Korean men. There is an increasing number of Cambodian students in Korea, and there are 4,900 workers. The Korean president announced that in addition, 3,500 more Cambodian workers will be accepted to work, aiming at a total number of 9,000 Cambodian workers in Korea.

Korea is the second largest foreign investor in Cambodia. Korea is one of the important donors of Cambodia. Since 2001, there have been US$220 million granted as loans and US$46 million as grant. Recently, the amount of US$200 million as a special loan has been added to the list.

But Korea is not known broadly in Cambodia – we add therefore also some pictures, just as the weather permitted, with sunshine and with rain. Participating in a series of working sessions in the Internet Corporation for Assigned Names and Numbers – the organization that cares for the address system of the Internet, where I am involved since 1999 – I had the opportunity to compare and to reflect.

Compared to the size of the population of Cambodia of 14 million, the city of Seoul alone has a population of more than 10 million.

High - high -

General housing

The future of Phnom Penh?

42 story Gold Tower for Phnom Penh

Maybe some of the ambitious Korea related building projects in Cambodia have to be seen on the background of Korean city developments – still the very high rise buildings planned in Phnom Penh do not yet fit into the environment: what about traffic access, water supply and disposal? just to mention some technicalities.

And there are not only technicality related disruptions. I took the following picture of the Boeng Kak Lake in Phnom Penh some years ago, leaving for Bangkok. Many big cities around the world maintain their lakes or rivers, or even create artificial ones. The Phnom Penh administration is destroying what there is – filling about 90 % of the lake with sand for higher level business, also displacing about 4,000 families.

The Lake that is no more like that

It is encouraging to see how Seoul has transformed an old water disposal canal into a nice place of nature in the middle of the city: a place of recreation – going for a walk, or even for jogging, with three different suggested courses of 1.8, 3.6, and 5.8 kilometers.

River walk

And it is encouraging to see the many different spheres of life in more detail, being cared for, manifest in this town.

River walk - it rains
